MBBS in China 2027: Is MDCAT Still Required for Pakistanis?

Pakistani students planning to study MBBS in China have an important regulatory update to consider before preparing their applications for the 2027 intake. The Pakistan Medical and Dental Council (PM&DC) has announced an exemption from the requirement to have passed MDCAT for Pakistani students seeking admission to foreign medical and dental institutions.
The decision was taken at a PM&DC Council meeting on 14 September 2026 and announced through a public notice dated 5 October 2026. It is relevant to Pakistani students considering medical education in China because Chinese medical universities are foreign institutions.
However, this change should not be misunderstood as automatic eligibility for every university. Academic requirements, university admission conditions, PM&DC recognition and the professional licensing pathway still need careful attention.
Is MDCAT Required for MBBS in China in 2027?
At the PM&DC level, passing MDCAT is no longer a mandatory prerequisite for Pakistani students seeking admission to foreign medical and dental institutions, according to the Council's October 2026 announcement.
This is a change from the earlier foreign-admission policy. It does not mean that MDCAT has been abolished for medical admissions inside Pakistan, nor does it guarantee admission to a Chinese university.
Students should read the original announcement on the PM&DC Public Announcements page and the related report published by Associated Press of Pakistan.
What Changed in the PM&DC Policy?
Earlier in 2026, PM&DC published foreign-admission criteria that included a minimum of 50% in MDCAT, at least 60% in FSc Pre-Medical or an equivalent qualification, and online student registration. These conditions appeared in the Council's public notice dated 14 May 2026.
On 5 October 2026, PM&DC published a separate notice exempting Pakistani students seeking admission to foreign medical and dental institutions from the mandatory MDCAT pass prerequisite.
What the October 2026 update changes
- Passing MDCAT is no longer a mandatory PM&DC prerequisite for Pakistani students seeking admission to foreign medical and dental institutions.
- The announcement is about foreign medical and dental admission, not admission to Pakistani medical colleges.
- It does not guarantee admission, a scholarship, a university offer or a student visa.
What the notice does not clarify
The October 5 notice specifically addresses the MDCAT prerequisite. It does not provide a complete replacement checklist covering every other condition for foreign medical education. It also does not set out detailed transition arrangements for students whose applications or enrolments began under earlier rules.
PM&DC's earlier foreign-admission notice listed 60% in FSc Pre-Medical and online student registration. The Council also published a separate clarification concerning the FSc requirement on 23 October 2026. Because the available October 5 exemption notice does not resolve every aspect of the updated foreign-admission criteria, students should obtain confirmation of the current FSc threshold and registration procedure directly from PM&DC before making a financial commitment.
For reference, see the PM&DC notice dated 14 May 2026 and the Council's official press-release archive.
Does the MDCAT Exemption Apply to MBBS in China?
The PM&DC announcement concerns Pakistani students seeking admission to foreign medical and dental institutions generally. It is not a China-specific announcement. Therefore, it is relevant to students considering eligible medical institutions in China.
There is an important distinction between a regulatory prerequisite and a university's own admission criteria. A Chinese university may have its own academic requirements, interviews, entrance assessments, language conditions or document requirements. Students should request the current 2027 admission requirements directly from the university's international admissions office.
Do not rely on an old advertisement, an informal social media post or a verbal assurance when deciding whether you qualify.
Important: MDCAT and CSCA Are Different Examinations
The MDCAT exemption should not be confused with the China Scholastic Competency Assessment (CSCA). They are separate examinations with different purposes.
HEC's published Chinese Government Scholarship information states that CSCA is mandatory for applicants seeking undergraduate admission in China, including applicants under Type A, Type B and other Chinese Government Scholarship routes. Applicants should still confirm the current examination requirements and required subjects with their target university and the relevant scholarship authority.
Not passing MDCAT does not automatically exempt a student from CSCA or any other university-specific admission assessment.
Students preparing for the 2027 intake should consult the HEC Chinese Government Scholarship information and the official CSCA website.
PM&DC Recognition: Check the University Before Paying
One of the most important decisions when selecting a foreign medical university is whether the degree can support the student's intended professional pathway after graduation.
PM&DC's public notice dated 22 October 2025 explains that graduates of foreign institutions not recognised by PM&DC may not receive provisional registration, subject to the provisions described in that notice. It also identifies recognition by the relevant foreign regulatory authority and ECFMG-related accreditation as standard criteria for foreign graduates seeking eligibility for the National Registration Examination.
Before selecting a Chinese medical university, students and parents should:
- Check the exact legal name of the university on PM&DC's current foreign undergraduate institutions page.
- Check the relevant list or licensing pathway shown by PM&DC.
- Confirm that the campus and the specific medical qualification match the information being advertised.
- Check the institution's status with the relevant medical regulatory authority in China.
- Ask PM&DC for written clarification if the university's status or the applicable pathway is unclear.
A general claim such as “WHO recognised” should not be treated as proof that a particular university, campus or programme satisfies Pakistan's current professional registration requirements.
Read the PM&DC public notice regarding foreign graduates and consult the PM&DC foreign undergraduate colleges page.
Does the Exemption Guarantee a Medical Licence in Pakistan?
No. The MDCAT exemption concerns the admission prerequisite for foreign medical and dental education. It does not itself grant a licence to practise medicine in Pakistan.
Foreign medical graduates must follow the applicable PM&DC recognition, registration and licensing pathway. The National Registration Examination (NRE) remains an important part of the published pathway for foreign graduates seeking professional registration in Pakistan.
Students should understand the licensing requirements before enrolment, rather than waiting until graduation to investigate whether their degree and institution meet the applicable conditions.
Checklist for Pakistani Students Applying for MBBS in China
Before submitting an application or paying a university deposit, use this checklist:
- Confirm academic eligibility: Ask PM&DC and the university to confirm the current FSc or equivalent qualification requirements for your intended intake.
- Confirm MDCAT requirements: Keep a copy of the October 2026 PM&DC notice. Ask the university whether it has any separate entrance-test requirement.
- Check CSCA: Confirm whether CSCA applies to your programme and which subjects the university requires.
- Verify recognition: Check the exact university, campus and qualification against PM&DC's current information and confirm the relevant licensing pathway.
- Confirm student registration: Ask PM&DC whether the student registration procedure applies to your case and what must be completed before departure.
- Request official fee information: Obtain the university's written tuition, hostel, insurance and other charges for the correct intake year.
- Read the refund policy: Understand the university's refund and cancellation conditions before transferring money.
- Check visa requirements separately: Follow the current instructions issued by the relevant Chinese visa authorities and the university.

Frequently Asked Questions
1. Is MDCAT required for MBBS in China in 2027?
PM&DC's October 5, 2026 notice exempts Pakistani students seeking admission to foreign medical and dental institutions from the mandatory MDCAT pass prerequisite. A Chinese university may still have its own admission requirements, so confirm these directly.
2. Can I apply for MBBS in China if I did not pass MDCAT?
The October 2026 PM&DC exemption means that passing MDCAT is no longer a mandatory PM&DC prerequisite for Pakistani students seeking admission to foreign medical and dental institutions. You must still meet the university's admission criteria and all other applicable requirements.
3. Does the MDCAT exemption also remove the FSc requirement?
The October 5 notice specifically addresses the MDCAT prerequisite. It does not state that FSc or equivalent academic requirements have been removed. PM&DC published a separate FSc clarification in October 2026, so applicants should confirm the current foreign-admission criteria directly with the Council.
4. Is CSCA the same as MDCAT?
No. MDCAT is Pakistan's medical college admission test, while CSCA is an assessment used in China's undergraduate admission process. HEC's published Chinese Government Scholarship information states that CSCA is mandatory for undergraduate admission in China. Confirm the required subjects with your target university.
5. Does PM&DC recognition still matter if MDCAT is not required?
Yes. The MDCAT exemption does not remove the need to check the institution's status and the applicable professional registration pathway. Students should verify the exact university and qualification through PM&DC's current information.
6. Can I practise in Pakistan after completing MBBS in China without the NRE?
The MDCAT exemption does not grant a professional licence or remove the separate foreign-graduate licensing process. Students intending to practise in Pakistan should follow the current PM&DC recognition and examination requirements.
7. Does the MDCAT exemption guarantee admission or a visa?
No. The exemption concerns one PM&DC admission prerequisite. University admission decisions, scholarship decisions and Chinese student visa decisions are separate processes and are not guaranteed by this policy change.
